Settlement with Hebrew Israelites

To settle a suit, the city agreed to pay $59,000 to a black group, the Hebrew Israelite, which preaches on city streets, The New York Times reported Wednesday. Members of the group, which maintains that black are descendants of the lost tribes of Israel and that whites are evil, claimed that police were harassing them because of their message, the paper said. The city, which admitted no wrongdoing, argued that the preaching had spurred traffic.
